Subject: [PATCH] Mark unstable_batchedUpdates as deprecated

Since 0.86 (1a623a8266), unstable_batchedUpdates is a no-op that
synchronously invokes the passed callback. Add @deprecated JSDoc to the
runtime export and the Flow and TypeScript definitions.
