Our current information:

typespec PR microsoft/typespec#4513

Current Java code in OpenAI lib for SSE (but we may not use the exact thing)
https://github.com/Azure/azure-sdk-for-java/blob/main/sdk/openai/azure-ai-openai/src/main/java/com/azure/ai/openai/implementation/OpenAIServerSentEvents.java

Also, Stream may not be same as SSE.
