RelateOp fails to detect interior-interior intersection

According to #1236 (comment) the two lines have an interior intersection instead, but RelateOp doesn't report that.

Note that IsSimpleOp is able to spot the interior/interior intersection when passed a single line formed by joining the two input lines on their end point (which is equal) and using the EndPoint boundary node rule
