What & why
ISSUE: Refreshing a production order fails when a valid component base quantity is smaller than its rounding precision.
CAUSE & SOLUTION: Premature rounding reduces the nonzero base quantity to zero; preserve the unrounded value only in this case while retaining standard rounding otherwise.
