Pin microsoft#162 to 839f7f6 and verify source blob hashes. Build its unchanged image, run upstream smoke tests and explicit QC review-acceptance cases with synthetic fixtures, and preserve logs/artifacts. Adds a Flow Cytometry Referee prompt agent and flow-qc Python environment for evidence-based technical review of FCS quality, compensation metadata, controls, gating documentation, and reproducibility. The tool provides deterministic QC metrics plus optional unsupervised event-outlier scoring; it is not a clinical or diagnostic classifier.
Validation: synthetic-data smoke test and repository catalog validation passed.
